Optional call routing Options

Hi Newbie here - so apologies if I'm missing the blindingly obvious. Is it possible to set up call routing options ? For instance my default set-up would be for calls to go to VoIP by default for say 20 s but then route to voice-mail. But there are times when I would want the calls to VoIP to re-route to my mobile and then re-route to voice-mail if I don't pick up on the mobile. I can see how to set up each option but I can't see how to set up both so that I can switch between them.
